FAIRFIELD, IA – On August 30, 2016, an inmate in the Jefferson County Jail, James Pleas Surber, Jr. contacted the Fairfield Police Department with information about an open case and offered his assistance in helping to clear the case. Surber was being held on a charge of Theft in the 2nd Degree of a motor vehicle, a Class D felony punishable by up to 5 years in prison.
The Fairfield Police Department conducted an operation with Surber. While conducting the operation, Surber was able to escape from custody and is currently at large. Further investigation has determined that he had traveled to Ottumwa, Iowa and abandoned the vehicle which he was in there. He has now been charged with Escape from Custody, a Class D felony punishable by up to 5 years in prison.
Over the Labor Day weekend, Surber was brought back into custody in Ottumwa. He is being held in the Wapello County Jail on charges.
